Homeownership Programs
The Pennsylvania Housing Finance Agency offers home purchase loans with low interest rates and fees. The Keystone Home
Loan has the fewest eligibility requirements and the highest income and purchase price limits. Depending on where the home is
located, applicants may not even need to be a first-time homebuyer. Buyers who meet a few additional conditions may be eligible
for a Keystone Home Loan PLUS, which offers the lowest interest rate available and the possibility of up to $2,000 in additional assistance. Buyers under either program may be eligible for up to $14,999 in downpayment and closing cost assistance
through the HOMEstead program, if they and the home they are buying meet certain conditions.
For buyers with a disability or who have a household member with a disability, PHFA offers additional opportunities.
The PHFA Access Modification loan allows eligible buyers to receive a no-interest second mortgage to finance modifications
to the home they are purchasing. These buyers may also qualify for a special closing cost and downpayment assistance loan
available only to those buyers using the Access Modification Program. For buyers who want to make access modifications but
don’t qualify for a PHFA home loan, they may be able to combine the Fannie Mae Community HomeChoice™ loan with PHFA Access
Modification assistance.
