In addition to the Owner and Architect, the PHFA Technical Services Representative is an integral part of the development team.

The Technical Services Representative is responsible for monitoring developments under construction for conformance to plans, specifications, legal documents, and the Submission Guide for Architects.

The TSR participates in progress and payout meetings, monitors the progress schedules and change order logs, attends and participates in quarterly meetings during the 12 month guarantee inspection period, and is responsible for verifying and initiating issuance for the following Agency certificates Substantial Completion, Occupancy Certification, Construction Completion, and Final Inspection.

Please send completed and executed documents to: Legal Division, 211 North Front Street, Harrisburg, Pennsylvania 17101, no later than five business days prior to closing.

In connection with PHFA’s administration of federal funding programs for the construction and rehabilitation of developments, PHFA must ensure that certain federal construction related requirements are met. The PHFA multifamily construction Construction Compliance Forms are now available online and may be used by owners and general contractors. PHFA’s Compliance Officer will monitor predevelopment and construction activities for compliance with any and all applicable federal reporting requirements.
