Act 55, known as the Mortgage Bankers and Brokers and Consumer Equity Protection Act, was passed by the Pennsylvania State Legislature in 2001. The law regulates high-cost sub-prime lending and requires that borrowers be notified that a list of Consumer Credit Counseling Agencies can be obtained from PHFA.
Act 137, which was passed by the Pennsylvania State Legislature in 1992, permits 66 of the state’s 67 counties (excluding Philadelphia) to raise additional revenues to be used for affordable housing needs by increasing fees for recording mortgages and deeds.

Credit counseling and homebuyer education is provided by PHFA’s network of approved counseling agencies.

The HCP consists of three initiatives that provide funding
for the development and / or rehabilitation of single family homes, for
purchase, in urban communities. These initiatives also provide funding
for the rehabilitation of the upper floors of store fronts on the commercial
corridors of urban neighborhoods and core communities to provide either
rental or ownership housing opportunities.
The Apartment Locator was developed by PHFA as a tool to link consumers to affordable housing options throughout the Commonwealth.
PHFA has commissioned various studies and analyses of housing needs across the Commonwealth.
