Non-Profit Organizations
The Pennsylvania Housing Finance Agency (PHFA or the Agency) offers home purchase loans with low interest rates and
fees to buyers with low to moderate income. Assistance loans are also available to eligible buyers for downpayment and
closing costs, as well as access modifications. PHFA financing can often be combined with assistance programs offered by
various local government and nonprofit organizations. Many such county assistance programs have already been approved to
be used in conjunction with a PHFA home loan, and we are always happy to add others to the list.
PHFA also utilizes and administers a network of approved counseling agencies to provide services for its homeownership
programs, as well as its Homeowners' Emergency Mortgage Assistance Program (HEMAP), a Foreclosure Prevention Program.
